Hi,
I just handed in the quest to Brandon. I had left Madora in the Hall of Heroes and took a henchman to the mines. Brandon unlocked gave +1 in Tenebrium to everyone present, but I went to pick up Madora again but the skill wasn't unlocked for her. Sure, you can roleplay around the issue stating that she wasn't there and whatnot, but other purchased henchmen have it unlocked (at 0 skill) and they weren't there either. Also, I can teach her the skill like Brandon did it in 3 seconds. Sounds like a bug to me.
