Yes.
You can rearrange the icons on the action bar by dragging and dropping. Note that you 5 have action bars per character ('r' and 'f' to switch between them).
You can also open your skill window ('k' shortbut) and drag whatever skill you want onto the action bar.
You can also drag potions or other items from your inventory there if you want.
