I'M A NEWBI AND I USE POOR ENGLISH. SORRY.

My question is this.

I am in the hall of council.
and I met the imp that stolen my teleporter stones.
Now I have two teleporter stones.
I clicked the stones but had message "not working ..."
I received "council member quest" but I can't get out of this hall.

QUESTION : How can I get out of this hall?

Use the Teleporter Pad in the middle of the hall. You don't need a scroll to activate it.

And your tele.stones will work outside the hall.

I thought they just didn't work because he was carrying both of them.

Yeah I did that once.. I'd picked both up and then forgot

I tried to use one and figured the game had stopped them working as part of the plot...

took me about an hour to figure that one out (Doh)
