Not a technical issue, really, but a terrible design decision that ends up resembling a serious technical issue.

When you get to Silverglen, the first thing Arhu tells you to do is to infiltrate the cultists.

Really, what he SHOULD tell you to do is go after the white witch first.

the levels and monsters ALL seem oriented towards hiberheim being the first area you should go; all the npcs there are at level 10 or 11, which is where you're at. OTOH, all the npcs and monsters you encounter for the initiation quest are much HIGHER level than you're at when you first get to Silverglen.

seriously, Larian, you need to change this ASAP. it totally misleads people into doing the entire second act out of order.

Hell, I was level 14 when I started Hiberheim. there was zero challenge there. boreas was a pushover, even on hard.

..there was absolutely nothing of value in all of Hiberheim to a level 14 character (except just enough experience to gain another level, I suppose); I spent the entire area just grinding for rubies in hopes that other areas would have higher level gear.

well, at least the story was entertaining, though Boreas' castle was pretty devoid of life, or much of anything for that matter.

needed to be a bit more fleshed out, but then I'm finding that most of the game past Cyseal needs to be fleshed out a bit more.

I agree. It seems logical to infiltrate the cultists first, supposing that it will help in hiberheim, but not. Hiberheim is the first place to go according to the npc level. And I was very disappointed that the infiltration quest has absolutly no effect on hiberheim dialogs and in the secret town.

The game gave you many hints that you should save Icara first. For example, the immaculates that you see on your way to the desert will warn you if your level is lower than recommended.

yes, and that's strange because you must save Icara from the immaculates, so it seems logical to infiltrate them first.
The first thing you do in this map is to visit the village to find a way to open the magical wall, and what you find is the infiltration quest. This is a little confusing
