Sword of Holy Flame does not benefit from the Two Handed skill. Or benefits only from the Two-Handed skill it gives. Any increase from other items after that do not add to the damage. I have similar problem with another with my orange Bow. Extra Bow skill from items do not increase the damage.

My bad... I've enchanted my weapons with tenebrium so they are using a different skill now. Thats why they are not effected by Two-Handed and Bow skills. Still that seems like a questionable decision and makes a lot of points. Or you must just give up on tenebrium
