Hello there,
I am lvl 12 and have since couple of hours a problem with the attack rate : whatever the character or the summon creature, I barely reach 30%, most of the time 18 or 25%. I dont get it, I dont have any debuff or anything...
I think I miss something in that game...

Your offense rating is a bit low I'd guess. Here are some tips:
0Each point in Str provides 6 points to offense rating for Str-based weapons. 0Each point in Dex provides 6 points to offense rating for Dex-based weapons. 0Perception decreases the drop in accuracy with bows over long distances (haven't tested the numbers, but I'm assuming it does that) 0Lucky Charm provides some offense rating points (Not shown in tooltip apparently) 0Level 2 leadership provides a straight 10% chance to hit to all** your characters (**except the leader himself) 0More AP = More' chance to hit (since you have more attempts)
Hope these help. My characters mostly get their offense ratings from Str and Dex. Wizards can't miss (except with like Willpower skills etc.).
The easiest "chance to hit" buff to get is Leadership level 2, get that immediately (preferably on a Wiz) before trying to waste other points.

You should improve your attack rating by investing in your primary attribute, fight enemies your level or just make use of the buffs that increase your accuracy, namely Leadership (passive +15%, Bless +30% for 3 rounds, Farsight +10% for 3 rounds, Precision Stance (+30% at the cost of 1 AP/attack). These buffs all stack.
My guess is that you are on the second map and decided against tracking down the WW? The enemies there are much easier to hit.

Playing on hard reduces your hit chance (from normal) by 20% if you recently switched or anything.
Fighting enemies higher level than yourself reduces hit chance quite drastically (see Eidolon's comment about the White Witch), while the reverse is true for lower level enemies. If you have only 30% hit chance, I think this is the most likely culprit.
As the other posters said, increase primary attribute and use accuracy buffs. Spells never 'miss'. If you're using bows, perception is important as well as dexterity, it determines how your accuracy falls off with distance. For bow use, farsight may be better than bless as it increases your sight.
Also, enemies with a 'hard' condition affecting them (frozen, petrified, stunned, blinded, knocked down) have no defense rating so you should have 100% chance to hit them.

Got it. I play in hard mode since the beginning 'cause I find the game too easy. And since 2 or 3 hours, I was fighting Lvl 15 monsters (so 3 lvl higher than me) That could explain...

As Whysper says... if you're having enemies with such low hitrates, give them debilitating status-effects that make them insta-hit (100%). Makes your life a lot easier.
