I'm new to this forum and can really us some help. No matter what I do I can not get the second level of the Dwarvin Mine to open up.

I went to Eolus, the Mayor and the Elf. I also went to the King. The second level DID NOT OPEN. I have read a lot of walkthroughs but no one addresses this problem.

Please give some idea of what I did wrong and how to fix it.
