is riftrunner an expansion for divinity?

No, it is a separate, stand-alone game. Some of the story and references will make more sense if you have played Divinity, but I am sure they will include an introduction to explain the basic background plot for those who have not played it.

No. If they follow the same procedure as with Divinity, the only public testing will be done in-house (ie, requiring a trip to the Larian studios).

well for <img src="/ubbthreads/images/graemlins/riftrunner.gif" alt="" /> there hasn't been a tester gathering thing yet, but there has been a thread some time ago about the testing and some people stating that they want to betatest the game.
