Does loot in chests scale with level? For instance, if I leave the ornate chest alone in Esmeralda's basement can I come back after leveling and get level appropriate gear? I know I will level quickly in the early game and would prefer to just come back and get the legendaries when I am further along.

As far as I can tell, the level of the chest has nothing to do with your level.
This seems to be true for the regular containers, ornamented chest, magically locked chests (like the one that you see in the boss fight of Map1) and quest reward chests (imashell).

Chests and other containers have a fixed level, they don't scale...

I've been trying to figure this out also, but maybe the question should be stated differently:
So the chest level doesn't change, and stays fixed, but what does the chest level actually mean? What relationship does it have to the level of items found in the chest?

I've been told they do scale but the scale is set when you first enter the area. There was (or is) a bug where some chest for high (15+) level mobs will generate level 3-5 loot frown

The idea that they set when you first enter the area makes sense, and seems to be roughly borne out by my experimenting.

It would make more sense if the chest level is fixed, since the enemies in the area are also fixed.

They are somewhat fixed. Try to enter e.g. wishing well garden as early as possible and simply smash the chest. The resulting loot is (as of actual patch and taken from memory) around level 10, while you can find the entry with a level 5 party. It will still be level 10 if you enter the complete map (Hiberheim) much later.

Same is true for e.g. the chests in and around Hunters Edge. I often have a level 17/18 party there, chests seem to be fixed to the assumption of a level 16 party (which would be roughly the standard non maximized level on normal difficulty).
