i don't know where dr. eldorath is, i'm trying to finish the poisioning quest of the harvest, i've looked for him at his house and at the quarantined area, where is he?

just go into his house. he'll appear later on.

You have to see him talking to the soldier at the quarantined area gates before he is at his house.
