Hello again all.

So, I'm doing the Counsel quests. I have all of them done but the dwarven one. I already spoketo Eolus (whatever hsi name is) and received the Axe of Stone quest. I've already completed the quest and went back to Glenbrous to find Eolus. Unfortunately, he doesn't seem to be there. I looked all around the village. Ported to the Seven Counsel area, thought he might be there already, nothing. Tried checking with dwarven king in Dwarven Halls, nothing. Even tried talking to the former mayor of the town, but I can't find him in the jail-cell either. So, anyone have any ideas, because I'm running out of them

Check in the house to your south...he should be there IIRC.

He should be in the house south of the memorial where you first met him. Sometimes his stuck in the wall. Look for a green spot on your minimap.

That always bugged me that people would say "Come back and see me" and then walk off and hide somewhere. They could at least tell you where to find them.
