There is a dward that goes on about the password and saying that I am some evil thing (can't remember) what is wrong with him, and how is he restored?

In the dwarven halls.

I think it is the mad dwarf in Dwarven Halls.
I don't remember his name.
He talks about the sentry.
There is nothing to do with him, there is no quest.

Maybe someone could give a better answer, but there is no cure for him.
He just tells the hero that there is something wrong in the mines and when you are doing the quest for the dwarf member of the council, you understand why he got mad.
