I went to the chapel in the graveyard and spoke to the duke, unfortunately, I did this after cybu was killed, and now the quest doesn't appear, was there a quest in the first place or is it a broken quest?

Even if you've already dealt with Cybu and finished up the quest Ralph gave you, you should still get the speech option to tell the Duke you've found his murderer. If that happened, then I think everything is fine. Maybe you got the quest and solved it so quickly that it erased itself from your quest log.

No, I didn't get the quest at all, I spoke to the duke, and when it came up the option to tell him about Cybu, I left him, but still no quest.

Did you ever talk to Commander Ralph about the duke's death?

Yes, I solved all the duke quests except the dukes ghost one, I never got it since I killed Cybu, even if I left him before I told him about the asassin I didn't get it.
