So as the title describes it, it's an annoying bug. This bug got triggered on several occasions now, what accentual makes me believe it's a bug is that for several turns the enemy that is in the current status of not knowing what to do stands there while me/players wait for it to finish it turn. It actually stands there doing nothing. And when I think back to those events when it actually happened in the battlefield was that it was either surrounded in an ill effected place (as in poison-cloud, ice, burning oil that produces smoke) it doesn't know what to do. And the weird thing is, after it ends it turn it doesn't say if it saved it's action points either.

Explaining what happened that triggered the bug for us, we loaded the game multiple times and it had the same effect:

Me and my brother was playing a session. We came to a temple (I don't remember the name), there was a statue talking in a strange language (according to the internet we needed to have a translating book of some sort which we didn't). We couldn't understand him so it initiated a battle with 4 titans doing horrible damage (essentially one hit the whole party besides the tank that could actually absorb and gain health by the hits for some reason). It had the 4 elements on its weapon animation, wind, earth, fire and water. The character I controlled had the ability to teleport so I teleported one of the stone statue/titan on the stairs and every-time I did that it actually triggered this bug where it didn't do anything. I personally didn't complain since those titans one hit me. Then I noticed that I had ice around me and since I was standing-still the ice didn't affect me, but as soon as it was removed (by time/rounds) the titan moved towards me. And the weird thing is, even though it didn't tell us it saved up it's action points, it did. It moved a lot when it did. It moved around me, killed me and went to it's other enemies (the rest of my party) across the battlefield.
I exploited this bug (and the fact that we could knock them down) because it felt so damn overpowered.

Enemies won't walk through environmental effects unless they are already affected by them (eg, already on fire, will walk through fire). Using that knowledge to your advantage isn't abusing a bug it is intentional.

The bug though is that when an enemy has no way to attack any of your party without entering such a surface, they do not immediately PASS the turn but instead sit there idle for 15 or so seconds while you wait for them.
