There is a statue with an Offering scale at its feet and I can't figure out what needs to be done.

Put an offering in. To be exact, 501 gold or more, that will give you a treasure chest.

What? Dang must have missed that.

Is there a way we should have known to do that?

Uh, I just dropped a couple of coins in there (just above a 1000 if I remember correctly) and got the chest. If there's an empty offering bowl I kinda assume that there's something I'm supposed to put in there, most likely some money. Had a lot to spare, so I just dumped a bit of cash and was rewarded.

I would assume something goes in it, but I would also assume it's some quest item I haven't found yet. It's not like this game tells you anything.
