So I have this key in my inventory, from a quest I completed awhile ago, where is the chest it opens ? I have searched the inn basement, I opened the three chest here even before getting this key

I think that is the wrong question. A better question is: Where is the door it opens? I think this is the key he got when he rented his room in the King Crab Inn. It simply fits the door to his room. If you go to the top floor of the inn before you talk to Eglandaer, you will find that the door is locked.
