I couldn't find an official response to this question using the search on these forums:

Hirelings are now level 1 when hired as well as when fired > re-hired.

Yes.

It is why some of us are waiting patiently for new companions before playing a second time.

In my last plathrough after the latest patch I found henchmen up to level 20 at (for this stage) more than reasonable prices?

But before I forget - I never actually hired one. Does the OPs question imply all are reduced to level 1 at hiring? That would be a serious bug.
