This happens about 30% of the time when I change which action bar is selected. Sometimes it acts like my single click is constant clicking, cycling through my action bars at high speed. Clicking the arrows to change bar again usually makes it worse/faster. This happens in and out of combat. In combat, it fixes it self when I end turn. Using the keyboard to change bar causes the same issue.
EDIT: Note that I only play in CoOp so could be related to networking.
