If you find you need Loic's amulet specifically, email supportdos@larian.com, with a description of the problem and the report.zip file generated by the
D:OS support tool (for the PC version). The report will contain system and game information, as well as your saved games. To reduce the file size, you can delete all the saves from the zip except for your latest, and maybe one just before the fight with Loic.
Loic drops an Enlightened Amulet that looks identical to the rest, at least. Whatever caused it not to be dropped may be preventing entry into the immaculate village. Note that you need to have the amulet in your inventory when approaching the 2 guards in front of Sacred Stone; if a companion had all your enlightened amulets, maybe that was the problem.
