I found a book near the trapdoor in the room behind the bar at the tavern in Silverglen... used telekinesis to grab it. In any case, when I read it, it appears to be completely blank. Is this a bug? What is this book supposed to be for?

It sounds like a bug. It may have been a book added for decoration, that got marked as a quest item by mistake, or possibly an alternate solution to a quest that was changed, but the book didn't get removed.
