On hit effects are nonsence. Its festival of waste. They need to be re-do, same as generation of items bonuses.
15% chance on hit
means you have 15% when succesfull hit happen and then, target rolls his saving throw.
He gets his Willpower times 10 ---> Willpower 1 ---> 10% saving throw ---> 15-10=5
Then you roll percent dice. if you roll more than 5 effect is not applyed.
Get noticed. If you fight again an enemy who is ONE level higher. But has ZERO saving throws.
The item 15% mute
CHance to apply effect when hit 15-10=5%
You have 0.15 * 0.05 = 7.5 %total chance to apply the effect on succeful hit.
Well the Zero saving throws happens about 1-4th level. But there you dont have wepons with on hit effects.
Lets get an average monster about 10 level with 2 saving throw --> 20%
The item 15%
Chance to apply affect when hit 15-20= -5%
The effect will never apply.
