Basically right, but some additions.
The lower willpower effect only reduces the amount of the willpower skill, but in addition to willpower also the base chance and the level difference are factored in!
For each level the enemy is higher he gets +10% save chance. This chance is standalone and can't be modified by losses through effects like debuffing.
So applying a 50% mind-effect on an enemy 3 levels higher will at max hit with a 20% chance, if the enemy has 0 willpower. And no negative values are applied here.
So for example: 4(willpower)-5(soulsap)= 0 willpower.
And as said already, this makes especially the low on-item-effects horribly bad.
