I've only recently encountered Moloch and my coop was really interested in doing a respec for his character. Until we actually noticed that the skill books are actually lost. That was the deal breaker. Not sure if we play the game wrong, but we don't have the money to replace everything we acquired so far. And that's counting the stuff which can be replaced.

Overall that means that the very purpose Moloch exists won't be used by us. Effectively he might not have this ability at all. I'm not sure if the developers feel that there should be some downside, but I can tell that this is not a minor flaw, but the very deal breaker. I suppose that for the hard mode this might be ok as people actually plan through their characters in advance, but for casual players, who don't spent time on boards to optimize their characters it presents a serious problem.

Even if that won't be changed for the existing game, please consider it doing for the Enhanced Edition.

The good news is that in the Enhanced Edition, there will no longer be one-copy-only skillbooks which can be lost forever through respeccing, but even with that, having to hunt down all your old skillbooks again is just a pain, even ignoring the expense.
