I am having low frame rate issues. I purchased the game yesterday and spent hours trying to fix it (computer illiterate :D) and ended up failing, so now I need some help.
Graphics card: AMD Radeon HD 7560D Processor: AMD A8-5500 APU 3.2GHz 8 GB RAM Windows 8.1 x64
Auto detect has my graphics preset set to high. I checked different graphics settings and monitor resolutions and they are all at very low frames.
My native monitor resolution is 2560x1600 (16:10) 60hz
2560x1600 (16:10) I get 10fps on the High graphics preset and 14fps on Very Low preset 1920x1200 (16:10) I get 12fps on on High and 24 fps on Very Low
My drivers are up to date. I tried changing the affinity cores and that had no affect. I'm lost here and don't really know what to do.

Try dropping the resolution, maybe down to something like 1280x800. Your video card is below the performance of the minimum Radeon card (4850), though closer to that than the minimum integrated (HD 4000).
Are you shutting down all non-essential programs (anti-virus, etc) before starting the game? It might help to free up as much resources as possible.

I shut down all programs before starting the game and it doesn't seem to make a difference.
At 1280x800 I get 23 frames on High preset and 50 frames on Very Low preset. I will list my 3D application settings from the Catalyst Control Center.
Anti-Aliasing Mode - Use application settings Anti-Aliasing Samples - Use application settings Filter - Standard Anti-Aliasing Method - Multisampling Morphological Filtering - Off
Anisotropic Filtering Mode - Use application settings Anisotropic Filtering Level - Use application settings Texture Filtering Quality - Standard Surface Format Optimization - On
Wait for Vertical Refresh - Off, unless application specifies OpenGL Triple Buffering - Off
Tessellation Mode - Use application settings

If you try medium or low and drop the shadow and texture quality, does that give acceptable performance with better quality than very low?
Try setting the FPS cap in the options to 30, or something; a consistent rate may help the game seem a little smoother.
Try starting the game, Alt-Tab out, right click an open area of the task bar and select 'Start Task Manager', then in the Processes tab, right click EoCApp.exe, go into the 'Set Priority' menu and select something higher than 'Normal', and see if that helps any. Since you have enough memory, disabling texture streaming can improve performance (it increases memory usage, which could potentially cause stability issues). To do this, edit the graphicSettings.lsx file (in the '..\Documents\Larian Studios\Divinity Original Sin' folder) in Wordpad, or other text editor, and search for the term Stream, then change the one to a zero 2 lines below there.

At 1280x800 with high settings and no shadows and setting EoCApp.exe to high I get around 35 frames, and when capped at 30 it's smooth enough to be acceptable to me. For now it is at least, I've only been walking around and scrolling in the very first area when testing. I'm not really picky. As long as the game is fun and playable then that is good enough for me. Hopefully everything will be fine when playing at these settings. Is all that is going on here is me having a shitty video card? If that is the case then so be it, but if it could be something else then I would like to try to figure it out. This caused a crash after the initial loading screen. Is there anything else I can do to avoid this crash to see if this has any effect?

That is interesting issue. From my experience the game is optimised well. Usage of an office processor and low end graphics connected to super high resolution screen gives ... low performance. Surprisingly. From your tests, the game scales very well depend the resolution. Your hardware is suited for a Facebook user on a notebook screen resolution.
Compare one of my PCs is:>>> Core-duo and ATI 3870 <<<its about 10 years old machine. Its way below the official minimum but it gives me about 30fps on medium detais in 1920x1080.
I would recommend to install a new graphic card. 120-150$ will help you a lot.

I think it is just the video card. Check the performance in the Cyseal marketplace; that is the worst case situation in the game (a lot of NPCs around with various AI, the fountain and a lot of objects, etc).
I don't know if there is a way to avoid a crash caused by disabling texture streaming (don't recall seeing reports of that being an immediate issue). Try lowering the graphics quality (at least the texture quality) and maybe the resolution, and/or switch to fake fullscreen or windowed mode.

I'll switch some of these things around a bit more to see if it will help any more. Things seem good enough for me right now so hopefully that is the case as I play through the game. At least I know what the problem is now  Thanks a lot for your help! I really appreciate it.

Frames are definitely scaling with resolution, I just assumed that was normal. That is normal. In some cases of performance problems, though, where there isn't an obvious hardware issue, lowering the resolution may not help with performance, or may not help much.
