Whomever decided that AIM applies to chance to be hit should be fired. And anyone who agrees with that doesn't know how things work. Taking a personal aspect such as aim, and then applying that to a fixed situation which cannot be changed without some form of obstruction is just point blank idiotic.
Enemies out in the open without any obstruction is a fixed situation where the enemy will always have a 100% chance to be hit which can only be changed when and only if an obstruction has been placed in front of the enemy.
Having good or bad aim only changes ones ability to hit the enemy and doesn't affect the situation of the enemy still having a 100% chance to be hit.
Using snipers as an example, a Snipers skill is aim, and they aim is always going to be 100% at all times. An enemy that is behind an obstruction or out in the open with no obstructions, the snipers aim is still going to remain at 100% all the time for the sole reason that an obstruction doesn't all of a sudden make a sniper lose an ability or the % of that ability.
Saying a sniper's skill dwindles because an enemy is obstructed is exactly like saying a math teacher all of a sudden loses the ability to teach and understand math just because they cannot see the students their teaching.
Obstructions only reduce the enemies chance to be hit by the sniper, and has nothing to do with the sniper ability to aim at 100% aim regardless.
So aim and chance to hit are not only unrelated, but neither one affects the other and this needs to patched to detach them from each other.
