As stated in another post, there is one main reason why Cyseal was considered boring and annoying.

Larian wanted to make Cyseal as a murder mystery storyline. The game starts off stating the Sourcehunter's Orders. To fight your way into Cyseal and investigate the murder of the Councillor Jake.

Your not to kill undead North and East of the city.
Your not to kill the Orcs to the North of the city.
Your not to investigate the Star Stones... this just kinda happens.

The problem is what the gamer wants.
Gamer wants to kill the undead North and East of the city.
Gamer wants to kill Orcs to the North of the city.
Gamer really doesn't know what to make of the Star Stones portion.

How would I "fix" Cyseal to satisfy the gamer and main campaign's needs/desires?

1.) Around the edges of town, by the walls. Undead will rise up kinda like if they dug under the walls. Much like the Orc battle coming into town, you help the local militia kill them off. This would give low XP, but creates some excitement that the gamer desired.

2.) Lower the combat level off of the undead in Cyseal graveyard to help balance the XP.

3.) Maybe a short quest to break up entrance points? Think of the Gauntlet series where you need to bust up the generators. Like the Firetotem you fight before getting to the church, they would just resurrect undead. You would end up relying on the military to keep fighting the undead while you killed off the "generator".

There could be a few such as 4 of them along the Cyseal walls and maybe 1 in the basement of Esmerelda's store. Maybe get you one more reputation point and help spice up the entertainment value of Cyseal.

It would also make the situation look more dire and make the story line show that your arrival is making a HUGE difference to the survivability of the city. This should require very little story line modification and XP balancing due to the undead in the cemetery being lowered to level 2 instead of 8.

Summary:
5 encounters with the "undead generator" what would look more like loose rubble you'd destroy.
- 4 around the walls of the city
- 1 in Esmerelda's basement behind the movable bookcase.
- Local NPC's would assist in the battle of the constantly resurrected undead while gamer focuses on generator. Undead is resurrected once defeated... you MUST use militia's help.

Graveyard
Lower the undead from level 8 to 2 to help balance loot rewards and XP gains.

Rewards:
+1 Reputation and some XP

Every time there I run into trouble on the road, there is always a dwarf at the bottom of it. Don't they know how to drive above ground?

An undead assault would definitely make the threat feel more real. And the magical ballistae things Arhu made, I want to see them in action! There's a mod on the workshop that adds a sort of undead army, but it looked a little excessive.

I'm not sure if there has to be four generators that resurrect the undead, or any at all. One or two at most. A resurrecting machine so early on would tread dangerously close to creating a fail state if all the guards helping you died and there were an excess number of undead (unless you made them weak enough that you could handle them by yourself.)

I think like five or six undead attacking the north or west gate at once with two or three guards (and those ballistae) to help you out would be exciting enough and get the message across. You get the feeling a little bit from the orcs assaulting the beach as you arrive, but otherwise the orcs hardly feel like they are threatening the town either.
