[D:OS EE] Rat Extermination book in Library

The Rat Extermination book in the library isn't set to freely pick-up-able after talking to Victoria about borrowing books, however all of the rest of the books are.

Instead it has the red "steal" icon. (For some reason Fraps didn't capture the icon but I can provide a save game if wanted)

Can confirm. I 'think' iw as inthe Original as well?
