I've successfully completed Brandon's quest for Tenebrium.
When I ask him to share the Tenebrium secrets, the notification for new skill appears and then if I check, it looks like all my party members were able to get it except one of the main two.
I've tried all possible triggers for it. Went back and mined some more tenebrium, switched characters who were talking, changed party composition, unequipped all gear, reloaded, changed areas, etc etc. Nothing works, that specific character never gets the skill.

I can supply save games if necessary. Please assist.

Please email supportdos@larian.com, with a description of the problem and the report.zip file generated by the D:OS EE Analysis Tool (for Windows).
Extract the zip file somewhere and run the AnalysisTool.exe. When that loads, browse to the install folder (if it is not automatically detected), optionally run the tests first, and then generate a report (it will be saved in the same location as the Analysis Tool).

The report will contain system and game information, as well as your saved games. To reduce the file size, you can delete all but one save from the zip, before turning in the quest.

Is there a solution or a fix for this issue? I get the exact same problem here and tried everything mention by the OP. What was the Larian reply on you sending your save game?

I created a 'support issue' for this; there was some discussion in the comments about a fix for a different issue with learning the ability, which should have prevented this, as well, but this issue is still open.

If you email support with a save, I'll add it to existing bug report. That may help determine how the problem happened, and will at least let the programmer it is assigned to know it wasn't just a one time fluke.
