Sorry for the stupid question, but why need this tab and how the rule performed division skills that fall here and why it is called the "equipment"?

Some pieces of equipment can give you the ability to cast spells. A ring could unlock Blitz Bolt, for example, so the character wearing it could cast the spell without investing in Aerotheurge. Wands generally have spell bonuses, but with limited uses; spell bonuses on jewellery and armour are rarer (showing up at higher levels), but are unlimited.
