Currently, playing DOS EE on PC with a level 11 party, the merchants in Cyseal and Silverglen offer three types of ring kits to craft rings:
- Ring Kit
- Stamped Ring Kit
- Fine Ring Kit

The latter two kits have a base price about two or three times higher than the basic ring kit offered early on low levels. However I did not find any difference, neither in features nor in value, between rings crafted with different kits.

Usually one would expect a better result with a more expensive ring kit, or even, that a more expensive ring kit is needed to craft rings on higher levels at all.

The question is, whether this is a feature initially designed and later axed out of the game, or are the less expensive ring kits not offered / found anymore on higher levels? Is it reasonable, to hoard plain vanilla ring kits for later?

Your observations are correct.

I don't think rings are worth the hassle, with the exception of charisma rings at the very beginning of the game. So hoarding is not really advised. But if you think some ring are worth it (at level 17 maybe? when they give +2 stats instead of +1), then yeah maybe hoard cheap ones.
