Are they enabled in the options? On PC at least, you can click on the Tutorial Log button on the left side of the mini-map, and enable/disable the Show tutorial tooltips option at the bottom (not sure if that is available in the controller UI).
On PC, creating a new profile for the new game will reset tutorial tips to enabled. If you've already started the new game, copy the save folder from the old profile to a new one. Each save is a folder in the '..\Documents\Larian Studios\Divinity Original Sin Enhanced Edition\PlayerProfiles\<ProfileName>\Savegames_patch' folder.
