No.

So what is the use of Int for staves and wands, beyond the equip requirement?

Non.

Low Int mage is one of the funny and brutal dmg dealers.
Max int for top want equip is 8 so you can use only items with +Int. then all atribute points dump to SPeed. --- > Speedy Cheerleder build.

You put everything to speed. You dont need any other attribute.

You put1 point in any mage school, use non-int related spells and spells from wands. Max DualWield AND Wands. Fun to play.

I'm using a single wand+shield build for my perception character. It's cool and my wand hits crits.
