Is there a way to allow player 2 (3, 4, etc.) listen in on dialogue or is all dialogue only seen by the individual player?

Not referring to the group dialogue situations where everyone just says 1 line that has no difference whatsoever, but instead referring to quest / non-quest chat with NPCs.

Seems like aside from the person talking, the rest of the party has no clue whats going on (e.g. was testing a multiplayer session and P2 noted that when I was talking to Alexander and Dallis at the front gate to Fort joy, they didn't see any dialogue and had no clue).

If I understand your question correctly, everyone should be able to see it. If the dialogue doesn't pop-up automatically, they have to hover over either P1 (or whoever is doing the talking) or target NPC (the mouse icon will change to ear icon) then click on them to enter dialogue. :)

Other players can click on the NPC or your character to "listen in" on the conversation, but can't take part in it unless it's prompted. (They can also scroll up to read what they missed).

I believe there's also a tab where you can read ALL the previous conversations that took place since the start of the game.
