Depends on the game type. The engine. Animations. And so on and so forth. Games with sliders and such are built and designed from the ground up with that in mind; you can't expect it to be tacked on later. Also, there're plenty of design decisions that can be used to argue against the idea of full customization at the game engine level.
Without really looking at the design and specification documents one can't really know. Off the top of my head, however, I wouldn't ever consider full customization to be something to be prioritized for a game like this cause it means increasing the resources dedicated towards character models and how that all works instead of focusing on the combat and story and such
Better to use the simplest and easiest to implement system that allows for some customization for a sub system thats really their to enhance the system but isnt the core draw
