This bug has been around since the early access first started. Here's a video:

Basically, some objects in the game often flicker randomly. This happens especially often to things like helmet, armor, flags and cages. VSync has an effect on how fast the object flicker -> turning vsync off makes the object flash in and out slower but does not get rid of the flickering. Other graphic settings do not seem to have an effect. If it's an equipment that's flickering (ex: a helmet), interrupting the object rendering by taking it off and putting it back on will often stop the flicker. Similarly, area transition can stop the flicker, too.

8 GB Ram
Radeon R9 290x (16.10.1)
Intel i5 4670k

Fabric flickering is a known issue on Radeon cards. I can also be seen in some of the preset character build previews in character creation.

Oh, is that not a thing on Nvidia cards? I just assumed it was a bit of physics randomness (though graphics cards often have that built in now, don't they?) which is especially conspicuous with the skirts in the CC, though both skirts and blouses can also behave erratically in the game itself, too.

If it happens on Nvidia cards, as well, AFAIK it isn't a general issue, as it is with AMD.
