The steam cloud there doesn't actually seem to heal. Might be affecting the wrong stat?

It did heal me. Try to reload the save, see if it heals you now or if you initiated the sequence correctly.

If you manage to eliminate player error from the equation, you should post this in the technical/bug section of DOS:II forums, and make sure you have the relevant savegame from that spot. Try to film footage as well?

If a character was cursed (wearing a certain ring, for example), it may have cancelled out the blessed effect of the cloud. Different conversation options can also result in different effects (angering the goddess can result in the surface and mist being blood rather than water), but I don't recall if you can get an unblessed steam cloud without curse involved.
