My screen displays that I have something like 99% chance of hitting, then I miss like 2 or 3 attacks in a row. It's really annoying me, because that shouldn't be happening multiple fights in a row, or at all for that matter...

One possibility is the new level penalty: if your weapon is several levels above your character's, it can have quite a serious effect on accuracy. Either that or you just share my skill in rolling ones all the time.

It's not that. I did have a level 8 bow, but refrained from using it since it reduced my accuracy by 75%. But in fights where I had 95% chance to hit with level-appropriate weapons, I was still missing more often than hitting.

If the opponents you're hitting have increased dodge chance it can further reduce your change to hit them.

I was going to start a thread about this as a bug as well. This is happening to me repeatedly as well. It shows I have above 90% chance to hit, and then miss 2 or 3 times in a row with that percentage chance to hit. If there is something that is affecting the chance to hit that actually reduces the chance to hit to a lower number, it should be reported in the text that is saying "94%" or whatever. If dodge chance is affecting it, for example, that should be reflected. Otherwise, it just seems like a complete bug to me.
Besides, how does a level 4 appropriate enemy have enough dodge chance to reduce a 94% chance to hit to a value that reliably misses 3 times in a row? Something is definitely a bug here. I also notice it seems to happen more often with ranged attacks, but NOT at a distance, but instead up close.

I really dislike the forced miss chance this patch. Arbitrarily, spells cannot miss at all, but any attack or skill with weapons can.
For weapons; Default 5% miss chance, Plus any dodge the enemy has Plus a penalty if weapon level is higher than character level (10% per 1hand, 20% for 2 hand)
There is no attribute that counters this accuracy loss. One can get the Hot Headed talent for 10% more accuracy when at maximum health, or 2% extra accuracy per point of single-handed (if using this weapon style), and that's about it.
And I agree that the miss chance feels higher than indicated when highlighting an enemy, but I haven't gathered enough data to know if this is actually the case or if the misses are just more memorable.

Hit chance feels really off to me too. Seems like dodge chance isn't factoring into hit chance, but even that doesn't seem like it would account for missing 3 times in a row regularly.

I haven't played on the new patch yet, but I did notice my miss rate seemed to be much higher than the displayed number. If this is because of a dodge chance on the enemy, then that chance should be factored into the displayed chance when mousing over them.
I might do some statistics on my next run.

Ever since the new patch, I have been missing a lot more, even knocked down ennemies (I thought we couldn't miss those ?). I definitely think there's something off.

There's the Blind Bug where if you get blinded in a fight, even after the fight ends, the reduced accuracy effect stays until you reload the game making it so that you misses almost everytime. I always reload now if the enemy throw the blind dust even once (like the Griff fight) and the fight ends.
But one thing I notice as well though is that some enemies tend to dodge on the first hit even if I reload twice or so. Like, the 3 skeleton in the swamp that talks to you, they always dodge my first arrow.

I fought the Voidwoken Turtles a few times and noticed that the large Voidwoken Turtle seemed to have dodge my first arrow very often as well.

I feel like they just put it there so you can't Stealth-Snipe at the start of the fight with a 150+ damage crit.

I usually just kill them at Level 1 with the Red Prince, easy. I've never missed an attack against them.

Blind -Accuracy effect lingers even after fight already ends until you save and reload to get rid of it. And it's pretty much forced to because you can't even attack knocked down or CC'd target with it.

I feel like they just put it there so you can't Stealth-Snipe at the start of the fight with a 150+ damage crit. I sure hope not because a forced miss chance on all attacks to "balance" the intended use of one specific skill would be a sign of severe incompetence.

A HUGE factor to missing is if the arrow for example hits something along the way... it will miss
EVEN IF it says it had a straight path.
