Which is better for man at arms or rogue for the most damage output

Depends how you use the character. Spear using M-a-A with attacks of opportunity is a huge damage source when placed so that enemies need to pass him when trying to get to mages.
A backstabber rogue does more damage _if_ he can position to backstab, otherwise 2W MaA will do more damage.
