I found the magic mirror and have the gem, but where is some water to place it all in? I found some bath tubs and a stream (whatever you wanna call it next to the shrine of health) but no good

Actually, anything that is deep enough you can see your reflection in can be used. But, you have to be able to see your reflection for it to work.
