How do you actually use them if your skill level for say, Hydro isn't high enough?

You should be able to use the skills outside of combat, at least, if the AP cost is too high to use in combat. With wands, there are a limited number of charges for each spell (3, or 4 with the Magician talent). Other than that, you should be able to use the skills the same way you use any other.
