In DOS1 most of the abilities were capped at 5, and anything over that did nothing to affect them. But some of the tooltips in the abilities in DOS2 keep on improving 5+. Is this the same with all the DOS2 abilities, or do some of them still cap out at 5 like lucky charm used to do?
Abilities cap at 10, but civil can definitely go past five. I've had thieving and bartering equipment that let me go to 7, and the effects are still increasing in the tooltip.
Ah, well, I believe you can only invest 5 points into a civil ability but gain item bonuses beyond that. However, I'm not sure if every civil ability increases effectiveness beyond 5 or 6, particularly lucky charm.
