after second play i kind of missing ethical chooses.
few examples.

the prisoner amyro you can ether kill the few locals in free him. or condemn and betray stingtail ether way both actions are bit evil and should have impact on the player how he resolve the issue.

a other example is killing any magister on the island it should have massive impact in the entire game i not sure why people in the normal world would even talk to the player consider you like a mass murder.

I believe I read a discussion somewhere about improving the Amyro/Stingtail/Silence/Griff questline with some more options. I've never found it too bad, remember, you're on an island of prisoners and there are plenty of bad people around. You might even be a bad person yourself.

The magisters are essentially all working for the guys who put everyone on the island in the first place. The prisoners aren't going to care if you kill their guards, they might even be happy. Again, there is not really any reaction from them regardless if you kill all the magisters or not. This might be "missing content" or it might be the way the game will go.

DOS1 was like this too, you could murder everyone in the game and no one really cared. There are limits to the game system and how much effort Larian put into the ethics. Every event has to be scripted, might have bugs, etc. There is a lot of other stuff that will be deemed more important than how prisoners on the island react to mass murder.

I likely put to much thought in it but the magisters are rich so they have a lot of support of the common folk.
meaning if they are your enemy lot of people villagers would be your enemy see why it's wrong direction?.

a game without consequence do sounds bit boring at late game, likely they can fix this by adding factions and at least gives some sort of logic to the game.

You're not completely wrong. You are a Sourcerer, and as such people fear you because where Sourcerers go, Voidwoken follow. As such, the characters probably won't do a lot of walking around telling everyone "HEY I AM A SOURCERER", instead it'll be something they hide and deny as much as possible.
