Will there be a way to use Character Creation to design custom characters to be used in GM mode? This is to say, will there be a way for me to edit the appearance, stats, and items for a character before-hand and save them so that I may bring them in as a NPC into my GM mode game when necessary?

Yes to all of this.
As a GM you can save a character exactly as they are, and then drag and drop them into any game you're GMing.
I missunderstood the question, i thought you were asking if you could create your own characters, like design new models, that is what i refered to with steam workshop.
As Intigracy said, what you are asking for is fully possible in the GM mode.
