It looks like it's because you have The Red Prince currently selected. I may be wrong, but I've thought the same thing happened to me a couple of times, but it was actually my fault.
it is because I have it selected, however I dont think it was intentionally made to send sebille's item to sebille. That is how I found it, I tryed to send item to certain character and this occured.
