would be pretty sweet to be able to control the opacity of item tooltip info popups. they especially get in the way when pick pocketing. hard to see the value/weight bars. i know its already transparent, but different pcs have different brightness and such.
also they can be annoying when organizing inventory or whatever. seems they would still be readable but not all up in your way if you could manually turn down the opacity in options.
just a suggestion.

edit:
a toggle tooltip on/off button and/or control over tooltip appearance delay may work also

edit 2:
the surface condition tooltips can be super annoying during a fight. being able to tone them down would fix many annoyances
