It's a pretty significant nerf to stunned and other hard CC, but that's fine in my book. Presumably enemies would get this benefit too. On the other hand, if you were already going before your stunned ally anyway and were going to remove the CC, then the character getting shunted to the very back of the turn order (if that's what OP meant, which is how I think it should) would actually make the CC a little stronger in this case, which is also fine to me.
