How I got here:
With 2 AP left, I cast Phoenix Dive, reducing AP to 1. I went to cast daggers, and the cost is correct, and the tooltip says it costs 1, but it will not allow me to cast it. See image below.

You can see in the image the searing daggers is greyed out. Likewise, trying to cast it anyways will not work.

Bonus Bug:
Just went back to game and noticed my Impalement is NOT greyed out, and I don't have the AP to cast that either (not as serious since it still won't let me cast it).

Actually this is happening a lot. It's happened about five more times since I posted this. Elemental affinity is always accounted for in the AP cost (you can see the -1 in the tooltip), but I can't cast it, and it costs me 2. It's really frustrating when you plan around it.

So this is not consistent? I tried this a few times in the latest development version and didn't have a problem, so if it does always happen in the described circumstances, it appears to be fixed.

If you have a save where this has happened, or it can be reproduced, please email it (or a Dropbox or Google drive link, etc) to supportdos2@larian.com, with a description (or link to this topic).
Each save is a folder in the '..\Documents\Larian Studios\Divinity Original Sin 2\PlayerProfiles\<ProfileName>\Savegames' folder. In Windows Explorer you can zip file(s) and folder(s) by right clicking on it/them and selecting 'Send To | Compressed (zipped) Folder'.

Hmm I just finished that playthrough, but I'll go back and try to reproduce it. It's definitely inconsistent, but consistent enough that I breathe a sigh of relief when it works.

I just reproduced it exactly as I wrote in my OP.

It appears to be how it interacts with Phoenix Dive. If you have 2 AP and then cast Phoenix Dive, you will have 1 AP left and be on a fiery surface. Your tooltip will correctly say you are affected by EA, and the tooltip cost will state the spells cost 1 AP. However, you cannot use those abilities - they will be grayed out, and pressing their hotkey will not initiate the spell.

Further, the "bonus bug" is reproducible if you cast Phoenix Dive while being affected by EA on an Earth surface. (i.e. you had the AP to cast it while being affected by EA before you dived, but not after).

Uploading the save will do you no good. When you reload the save, the spells are available as they should be. But I just did this 5x in different ways to make sure of it.

Actually, just on a hunch - I just did it again, but instead of using Pheonix Dive, I used battering ram.

Round starts, you have 4 ap.

Cast a fireball nearby to create a firey surface, and to use up 2 ap. You now have 2 AP left.

Battering Ram over to the fire surface you just created. You have 1 ap left. You are on a fire surface. Your Searing Daggers will cost 1ap while being affected by EA. You will not being able to use it.

So it's not Phoenix dive, it's mobility spells used to transition to an EA surface. Reloading the game clears the bug, and I can then cast searing daggers.
