Both skills have the same effect but Mend Metal has a shorter cooldown, is AoE and costs 1 ap. Fortify gives a massive instant armour boost, also costs 1 ap, shorter cooldown while protecting you from numerous bad effects. Heart of still costs 2ap, longer cooldown, only adds armour. It serves no purpose.
Heart of Steel really should do something else or have an additional effect like "Physical armour is twice as effective" or it should have the status protecting effects Fortify currently has (which would make more sense as metal blood can't bleed and would be too heavy to teleport) as atm, its a really pointless skill.
