Rupture Tendons should work 2 turns. If somebody has a "Ruptured Tendons" status, the game is saved and then loaded - the skill does not apply damage when target moves.
Also it seems that AI simply ignores this skill - pretty often they will run and die from its damage, even though they could easily stand where they were and survive. I'm playing on Tactician and my friend plays on Classic and we've both noticed the issue, so I guess both AI "versions" are affected.
