Can u buy higher level skills(lvl3+) from vendors? If yes then how fast does the vendor restock the skill books? Because I want all 4 party members to be able to cast the same high level spell so I need 4 skill books of the spell. How hard it is to get 4 skill books of the same high level spell?

Almost any spell in the game can be bought from vendors, from multiple vendors, so it shouldn't be hard. No idea how fast they restock.

that is very wrong... a good majority of the skills can only be crafted.. i wanna say around 20%-ish... and a few of them can only be gotten from drops from specific enemies.
